About
Dr. Shen has over two decades of experience within the Arizona System of Care for Behavioral Health. Holding a doctorate in health psychology (PhD), he is a Nationally Certified Counselor (NCC), board certified in telemental health (BC-TMH), and a Licensed Professional Counselor in the state of Arizona. Dr. Shen has provided trauma-informed treatment to both adults and children, emphasizing evidence-based and trauma-informed practices.
In addition to his clinical work, Dr. Shen has held numerous leadership positions, including Clinical Manager, Clinical Supervisor, Director of Behavioral Health, Vice President of Behavioral Health, Chief Operating Officer, and Chief Clinical Officer. These roles have allowed him to develop expertise in the provision, development, and management of behavioral health services and agencies.
Beyond administrative experience, Dr. Shen has led initiatives at the health plan level, fostering partnerships with local provider agencies and collaborating with AHCCCS and other contracted health plans. His commitment to clinician training and education is evidenced by his faculty positions at various universities and colleges.
Currently, Dr. Shen serves as a board member of the Arizona Board of Behavioral Health Examiners and is a member of the GCU advisory council. Through Better Way Consulting, LLC, Dr. Shen provides consultation services aimed at helping behavioral health organizations achieve clinical and operational excellence. His services include behavioral health management, clinical support and guidance, program development, professional and executive development, credentialing and contracting, among other needs. Dr. Shen is dedicated to developing Better Systems, Better Strategies, and Better Care.
